Check the threads for the players name that you wish to bid on.
A - PLAYER THREAD ALREADY STARTED:
--Reply in the thread with your offer, make sure it fits within the OFFER FRAMEWORK
B - PLAYER THREAD NOT STARTED(WHEN ALLOWED):
--Start a thread with the player's name, and put in an initial offer on him using the OFFER FRAMEWORK as a guide.
OFFER FRAMEWORK:
--All offers must look like this:
TCV $4mil($1mil/3yrs+$1mil SB)
-This shows the TCV(total contract value), and the breakdown of it($1mil/3yrs, $1mil SB)
-SB cannot be more than 50% of the TOTAL SALARY VALUE (Salary*years)
-4 yrs is the MAXIMUM term for any UFA offer
-All offers must increase TCV by at least $250k
----EXCEPTION: A 1-way contract offer($1.5mil/yr and up) will ALWAYS beat ANY 2-way contract offers($1.499999mil + max SB and under), regardless of term or signing bonus.{see below from the rulebook}

39 - OFFSEASON UNRESTRICTED FREE AGENCY(aka: crazy-balls):
Any Signing bonuses offered will have no effect in lowering salary commitment, they are a pure bonus.
Any players that have expired contracts, and remain unsigned by any team, will take part in offseason UFA bidding. The better UFA's will each be given their own thread in the forum automatically where GM's may bid on them, while the ones with a low chance of being signed may have a thread started by any GM at any time, along with an opening bid. Other GM’s may reply with a higher bid.
UFA players that do not receive a bid for 48 hours will be awarded to the team that makes the highest acceptable offer. If the highest offer includes a signing bonus, then the player will sign the contract that has the highest amount after the total contract is divided by the amount of years offered.
All UFA offers must have a total contract(salary + signing bonus) value at least $250k higher than the previous bid.(PLEASE READ 1-WAY/2-WAY RULES BELOW FOR EXCEPTION) In the event of a player having 2 offers that have the same annual average value, the player will prioritize the offer with the highest signing bonus on offer.
UFA SHOOTOUT(tm)
In the event of a player being offered maximum salary and signing bonus, other teams, if they are interested in this second coming of Christmas, may match the salary offer, and increase the signing bonus by a minimum of $500k with each successive offer. The only limit to how far this madness can go, is a team's bank account. THIS IS THE 1 OF ONLY 2 INSTANCES THAT A SIGNING BONUS MAY EXCEED THE MAXIMUM SIGNING BONUS PERCENTAGE.
1-WAY CONTRACT EXCEPTION:
Any player that has a 2-way contract($1,499,999/yr or less) as their highest current offer, can be given a 1-way contract offer($1,500,000/yr or more) by another team, without the need to have a higher TCV, or adhere to the minimum raise rules that otherwise apply.
IMPORTANT: This means that $1.5mil for 1 year with no SB is more PREFERABLE to the player than $1.499mil for 4 years with maximum SB.
2-WAY Max. UNLIMITED SIGNING BONUS EXCEPTION:
Should a UFA be offered a 2-way contract that cannot be beaten without offering a 1 way contract, then the "MAX SB LIMIT" of 50% Total Contract Value will no longer apply, and GM's may continue to bid. It is important to note that this is likely foolish, and can still be beaten by a minimal 1-way contract offer of $1.5mil/1year.
NOTE: (AFTER SEASON 4 STANLEY CUP)If a player is signed to a 1 way contract via unrestricted free agency, or from the unassigned list in season, the player will be given an NTC until game 41 of the current season.
